CAPSULE SUMMARY:

Just another day in Angel Grove High School. Or is it? Billy is called into the office of Mr. Kaplan, the long time principal. He discovers from the wigged man that according to a review of Billy's academic records, thanks to a computer error, Billy's taken more hours of classes than any other student in the school (and still maintained a 4.0 GPA). Having exceeded AGH's requirements, despite still having another year of school left (true to life, his fellow Ranger teens graduate exactly a year later!), Billy is handed a diploma and given a handshake by Mr. Kaplan. Billy drops his Chemistry book during this, the symbolism unknown. He wonders "Now What?".

Well, now, at the Lakeside area of the Park, Bulk & Skull are given the task of cleaning the location of all the trash left by the Police Academy's recent picnic. Lt. Stone gives pointy-sticks to his two Junior Police Recruits to clean the abundance of trash, and will be back within the hour. Left alone, the bumbling duo simply whistle, and out from the bushes pops the other bumbling duo, Goldar & Rito. The amnesiac monsters are still playing loyal servants to Bulk & Skull, and happily accept the trash poker thingies and bags, ready to do the job for their "masters". That is, until the ground rumbles suddenly, and a spacecraft is spotted landing over the hill! The four race over to see it, and find the small space capsule awaiting their arrival. Bulk & Skull think someone may be inside and they plan to be heroes, but upon kicking the door open, the two get doused with a flood of water pouring from within the craft. Then out steps the Blue Aquitian Ranger Cestro, and a screaming fest begins between the five of them for a moment. Bulk tries talking 'alien speak' to the man, telling him not to be scared. Cestro informs them that he must find a human named Billy, for the fate of a world depends on it!

The Machine Empire have noticed this visitor from beyond, and Queen Machina hits the nail on the head about his identity. Cestro having landed on Earth without getting authorization from King Mondo, a plan is brewed to turn this to their advantage.

At the Youth Center, a quick celebration party has been made up for Billy's sudden graduation. His Ranger teen pals are among the many party goers, Kat asks Billy what he plans to do with all his newfound spare time. He doesn't know, and speak of the devil, a possibility walks in, in the form of Skull! He casually shakes Billy's hand and slowly leads him out of the building, dragging Billy to the empty outdoor cafe forcefully. Bulk leads Cestro out from hiding, saying this is the only Billy they know, Cestro noting it is the correct one. Billy asks Cestro (by name) what he's doing there, Cestro mentions that Billy's great intelligence "is known on Aquitar" (as to cover up past ties, I assume) and his planet needs his help. Billy thanks Bulk & Skull for the help and tells them he can handle it from here. Bulk tells him not to mention it, and gives Billy a firm slap on the back, something Cestro observes and absorbs into his knowledge of Earth customs. Billy & Cestro depart, Bulk & Skull stay behind to enjoy the free food at the party, having left Rito & Goldar back at the spaceship to guard it!

Back at the spacecraft, Goldar complains of having to pick up the trash and guard the ship. Rito looks on the bright side by reminding his large golden friend that at least they have a home! Lt. Stone has returned and spotted the two monsters, and believing them to be a part of some invasion force, plots to foil their attempts to take over the world. He jumps out from the bushes and screams at Rito & Goldar, who scream back and then run for their lives. Lt. Stone orders them to stop and be placed under arrest, and gives chase.

Soon at the Power Chamber, Cestro informs Billy, Zordon and Alpha that a race of fearsome creatures known as the Hydro-Contaminators are at war with the people of Aquitar. Thousands of them have poisoned the waters of the planet and caused the Alien Rangers' computer system to shut down, preventing them from powering their Battle Borgs. Nor can they teleport, thus why he came by starship. Billy offers the Power Rangers' help at any time, but Cestro notes they have been working on a weapon to destroy the Hydro-Contaminators but their prototype is unreliable, so they only need Billy's assistance. He's more than ready to do so. Cestro stresses urgency, since intergalactic travel between Earth & Aquitar is dangerous, there's a window of less than two hours to pass through the space portal between galaxies safely! Speaking of which, another craft lands near the lake, containing one of the Hydro-Contaminators (resembling a land mine). It's been sent to stop Cestro from completing his mission, and if left unchecked could damage the Earth's entire water supply. The Rangers are called to take care of him, while Billy & Cestro need to get to his starship to retrieve the weapon prototype.

Rito & Goldar continue running from Lt. Stone through the park, ending up back at the starship and off again. They depart just before Billy & Cestro teleport to the ship, and the box containing the prototype parts is retrieved. They inspect the parts on site, leaving them open for attack by the Hydro-Contaminator (who wants to see if he can contaminate a human, given they're made of mostly water). But before he can harm them, the Zeo Rangers teleport in his way and face him. Up on the Skybase, Mondo is perturbed that so much is going on without him having done a thing, so he sends down some Cogs to help the strange alien creature in his fight against their common foes. He accepts the help easily, and lets the Cogs fight the Rangers while he heads to the lake to pollute some water. Billy & Cestro teleport back to the Power Chamber to get to work on the only weapon capable of destroying the HC. The Zeos keep fighting the Cogs on the beach for a while, but manage to fend them off in time to prevent the HC from reaching the lake. He's surrounded, so he teleports away to do damage elsewhere, prompting our heroes to head to the PC.

The beach emptied, Lt. Stone ends up returning to the scene too late to witness the Ranger business that just went on. He calls out for Bulk & Skull, who appear on site in a flash. He tells them they're under attack by aliens, Skull asks what they looked like and is told "a monkey in gold armor and a bunch of badly stacked bones". Rito & Goldar watch this from behind the bushes, waving to their pals, who wave back in an attempt to get the monsters to drop out of sight before their boss sees them! Lt. Stone says that they three must find the monsters and stop them, and they all proceed to do so. Rito yells out to Bulk "Good luck finding those aliens!"

At the city's water treatment plant, Hydro-Contaminator has found the perfect place to pollute water without being bothered. Only problem is, he can't find the water source in the building! Prince Sprocket and a gang of Cogs teleport down and offer to show him where he can find all the water he could ever want. Back at the Power Chamber, Cestro apologizes to the Rangers for bringing so much trouble to their world. The Zeos (Morphed, but helmetless, a first for PRZ, IIRC) tell him not to worry about it. Hydro-Contaminator is located outside the plant, the Zeo Rangers head back to action while Billy & Cestro continue toiling on the special weapon together. The Zeos face off with the Cogs, while all five get use out of their special Zeo Power Weapons for a change. The Cogs are reduced to waste, and HC is encountered. He has the ability to vanish into a watery-blurr, allowing him to warp teleport all around a small area and attack each Ranger instantly while remaining invisible. Sprocket finds HC to be the best monster he's seen in days, and hopes this victory will make Mondo let his son rule Detroit.

At the Power Chamber, Billy's rigged up the prototype to work in conjunction with the Rangers' individual weapons, giving them the Zeo Blaster! With a few modifications it should work on Aquitar as well. Cestro is not sure he can make those adjustments himself, as Billy is already aware, and has decided to go to Aquitar with him. Cestro thinks this far too great a risk for him to make, but Billy is unwavering in his support for what the Aquitians did for them back in the Alien Rangers Saga. Cestro agrees to let him come with, telling him "The Rangers of both world are lucky to have you in their lives". Billy blushes and thanks him, prompting Cestro to mimic Bulk by slapping Billy on the back and saying "Don't mention it!". Only problem is, Cestro hit him too hard, and caused both of Billy's contact lenses to come flying out! Billy scrambles blindly on the floor looking for them, and when Alpha comes over to help, his big robotic feet crush the contacts in no time flat. His nearsightedness fuzzying up his vision, the Zeo Blaster's completion seems to be on the road to ruin. Back at the battle, Tommy uses his Power Sword on Hydro-Contaminator, the others use their Laser Pistols on him, and then Tommy adjusts his Pistol into an alternate mode and also fires at the monster. He falls off the side of the building, and gets up only to get knocked back down by the Rangers' special Zeo weapons yet again.

At the Power Chamber, the Zeo Blaster is complete. Luckily, Billy had a pair of his old glasses lying around (though the frames are unlike any he's ever worn before, go fig, this is still a WONDERFUL bit of continuity no one ever bothered touching on before) and is wearing them. The weapon ready, it's teleported to the Zeo Rangers, while Cestro reminds Billy that the launch window is almost closed. Zordon backs that fact up and tells Billy that he has done everything in his power to help his friends. Billy knows he's right, but just feels weird leaving all of them. At the battle, the Rangers gather together their Zeo Special Weapons into the combo Zeo Blaster, which fires of a massive power ball, striking the Hydro-Contaminator and blasting him into so much evaporation. Prince Sprocket feels let down and heads home, where Mondo & Machina vow to stick to their own machines and not those from other galaxies.

Later near the lake, Billy (with a backpack and a metal suitcase, plus wearing contacts again) approaches the starship with Cestro. Cestro asks him if he's sure he wants to do this, Billy says he's dreamed of an opportunity like this since he was a boy. And besides, his parents gave him permission! The time to leave is nigh, so Cestro opens his small capsule up and hops inside. Billy (also seen carrying a pair of flippers and a swimming mask with a snorkel) turns back and gives Earth one possibly last good look before stepping into the spaceship. While doing so, that darned Chemistry book is seen again, slipping out of Billy's arm and landing on the ground. Again, I dunno what the symbolism of it is. The door shuts, the craft lifts off, and Billy prepares for the adventure of his Unmorphed lifetime (and I don't mean College!). Just after the ship takes off, the five Zeo Ranger teens make it to the scene, finding out the scorched ground where the ship had once been. Amid the smoke, they discover the dirt-covered Chemistry book. Rocky realizes upon finding it that they're too late. They all glance up in time to see the ship hitting hyper drive and blasting off into space in a flash of light. Still looking up, Tommy remarks "we're gonna miss you, pal", and Tanya wishes "Good luck, Billy". The five remain standing in the liftoff site for a while, ending what would have been the PERFECT write-off episode for David Yost. But, alas...
