_CAPSULE SUMMARY:_

Ernie opens up a beach-side Juice Bar expansion area. But a motorcycle gang pulls up and causes trouble, ordering Ernie and his patrons out of their turf within a day. Jason strikes a friendship with the gang leader's girlfriend, a blonde teen named Emily. She only joined the gang due to her being new and not having any friends, and doesn't quite approve of their rough attitudes. Thanks to her change of heart, the beach club is let alone by the bikers, but she ends up breaking it off with the leader, and thus the gang. Though, now she's offered a job working at the beach club by Ernie, and has the friendship of Jason and the Power Teens.

Up on the moon, with King Mondo out of the way, Lord Zedd & Rita have a new scheme in which to rest control of the Machine Empire. They have Rito & Goldar go down to Earth with a robotic monster, known as Louie Kaboom, who, controlled by them, will be launched to the Machine Skybase to take over the Empire. But Rito loses the remote control, allowing Louie to strike out on his own. He usurps Machina & Sprocket, and commands Klank & Orbus to do his bidding. Rito & Goldar try to find the remote, but once they discover Bulk & Skull on the beach, decide to make them do their dirty work for them, as payback for the same being made done of them while they were amnesiac.

Louie, who has a stereotypical "wise guy" accent, turns Emily's elephant necklace into the robotic Tough Tusks monster. The Super Zeo Megazord eventually defeats it, and Jason gives Emily back her necklace.
