SUMMARY:
On the planet of what is most likely Liaria, Divatox, the self-proclaimed queen of evil, addresses a vast assemblage of Piranahtrons. Standing behind her is a lineup of many future monsters-of-the-day (such as Amphibitor, Voltmeister, Torch Tiger, Strikeout, Terrortooth, Shrinkasect & Wolfgang Griller. Thanks to Joe Rovang for getting me a tape of this first half of the ep) as well as her henchmonsters Elgar, Rygog & Porto. She's gathered them all here because she seeks revenge on the ruination of her domination of the universe! The crowd of the million P-Trons roars between each of her rageful spoken lines, Elgar (smoke still rising from his body after the lava bath he took in the movie) quips to Porto he doesn't know the last time he's seen his aunt this angry. Porto quiets him down, not wanting to get into trouble with her, and then Rygog shuts the both of them up. Divatox wants to make the Power Rangers pay dearly for ruining her wedding to Maligore, by taking control of their beloved planet Earth! She asks her army of Piranahtrons if they're with her, and every one of the fishy minions salute in allegiance to the wicked space pirate.

Angel Grove High School's Senior Class is preparing to hold their Graduation Ceremony very shortly in the Botanical Gardens. Tanya, Kat & Adam are helping set up the chairs and the other decorations for the festivities. Kat wishes Tommy could be there, but he's busily working on his uncle's stock car racing team. Adam mentions he already picked up his diploma anyway, but they still miss not having him there for the big day. Meanwhile, Tommy is driving around in circles at the race track. Two guys there watch his impressive racing skills, amazed he's only been doing this for a month. Tommy's got a natural talent for stock car racing, and is immersing himself into the sport. Back on Liaria, Divatox is still presiding over her troops. She'll need a crew of her best warriors for the journey to Earth. Rygog is chosen to be her second in command, navigator of the oceans & skies. He'll also get to chose the soldiers they bring along with them, and he does as she wishes. The diabolically ingenious Porto shall be her technical advisor, all things scientific will be his responsibility. Elgar is really eager to go, and she finally gives in and lets him tag along to keep an eye on him. She asks him what that horrible smell is, and he reminds her she threw him into the Pit Of Eternal Fire and he's still a little crispy. She informs her army of P-Trons she'll call them as she needs them, and now is the time to fuel the Subcraft, destination Earth!
Back at the Botanical Gardens, the Graduation Ceremony is almost completely ready to go. Rocky's about finished with the programs, wanting to do more but his back is still sore from the nasty fall he took. He's awaiting for his three Ranger pals to continue telling him the story of their last great adventure. They're waiting for Justin, knowing he'd want to fill him in on his first experience as a Ranger. Tanya wonders where the little guy is, and Adam says he's taking a placement test to see what grade he fits into for school. Kat thinks education must be a bit hard for the boy, having been moved around so much in his life. At the High School, Justin quickly finishes his test. Ms. Appleby is surprised he's completed an hour early, but he's confident on the answers, leaving to go join up with his friends. Good old Ms. Appleby begins checking his test, wide eyed at the level of intelligence the young whipper snapper is displaying. Up on Liaria, Divatox has loaded her crew and tells Porto it's time to take off. The Subcraft teleports out from it's watery depths into outer space. Divatox enters the bridge, throwing out orders to Rygog & Porto to check the boosters & thrusters. She approaches the periscope, telling Elgar to increase the speed! The Subcraft soars through the galaxy and makes it to planet Earth in no time flat.

Bulk & Skull are once again in their blue police uniforms, apparently ready to get back on the force (or at least the Junior Police Patrol). The movie brushed off the subplot of them quitting their Detectives job and going to France from the end of Zeo, and that continues here, Lt. Stone having ordered them to place tickets on fifty cars in one day. If they fail to do so, they won't be back on the force permanently. Skull points out the obvious, that the spot they were assigned for ticketing (a parking lot right beside Angel Grove Lake) is totally devoid of vehicles! Back at the Botanical Gardens, Justin rides up on his bike, excitingly awaiting a chance to tell Rocky about his first Ranger adventure. Lucky for him, none of the others have filled the former Blue in on the complete details just yet. Over at the lake, Divatox's Subcraft teleports in from it's space trip, floating above preparing to land. Lt. Stone has shown up nearby, and is telling Bulk & Skull to listen up. Captain Crandell gave him a second chance, so he's giving them one as well. Both of the bumbling duo notice Diva's sub hovering over the lake, but when they attempt to warn Stone, he ignores them and continues his speech about redeeming themselves. As the Subcraft submerses itself in front of Bulk & Skull's scared eyes, Lt. Stone gives them their next assignment. The Angel Grove Energy Center let go their security company and they want them to take over the chores. This is their last chance to keep their cushy but dangerous jobs as cops, and all B&S can do is stand aghast at the sight of the alien vessel diving into the water. Once Stone drives off (in what appears to the same kind of car Bulk & Skull got crushed several times in Zeo), the two stare out at the lake, deciding to go do the job they're supposed to and keep their mouths shut about what just they saw. Down in the Subcraft, Porto's fallen over, so Elgar & a few Piranahtrons hoist him back up using chains. Divatox is still bitter over the Rangers wasting her wedding, and plans to waste their Graduation in return. She mentions they might as well not bother with those college applications, before laughing evilly and glancing into her periscope.

Kat, Adam, Tanya & Justin walk with Rocky, beginning to tell the tale of their very first Turbo adventure.

Rocky's wowed by the story, and wonders whatever happened to Divatox. Adam thinks she just went back to wherever she came from. Justin asks Rocky if he's sure he doesn't want the power of Blue back and Rockwell declines the offer. He's got a lot of things he wants to do with his life now, such as open up a karate school. He thinks the powers are in good hands with young Justin. Adam mentions he'll always be a Ranger in spirit, Rocky thinks that's nice. Alpha beeps them on their Communicators, telling them Zordon needs them at the Power Chamber immediately, before giving a quick chuckle. Tanya notices his laughter, all five of them confused as to what's up with him. They depart the ex-Ranger Rocky and head off to the Power Chamber. In the Subcraft, Porto presents an implosion detonator to Divatox. He explains when activated, it will achieve maximum power and explode within one hour. This will wipe out the power plant, and cause the city to go into a blackout just as the Rangers have their Graduation ceremony. Inside the Power Chamber, Alpha 5 has baked a cake in honor of the Rangers' graduation. Zordon tells them all he's been proud of them for many things, and but never as proud as now. Of course he is, considering they kept up high grades while battling evil every day. They have to get going as it's about to start soon, Justin's staying behind for now to learn about the communications system from Alpha. The three senior class Ranger teens teleport off to attend the one of the biggest day of their lives.
Over at the Angel Grove Energy Center, Bulk & Skull are less than thrilled to be guarding such a boring dump. They're obviously beginning to regret ever asking for a second chance, i'm sure. Suddenly, Porto & Elgar teleport to the Energy Center. Porto tells Elgar he needs to leave the detonator in the exact center of the power plant to attain optimum destructive range. He hands the moronic monster a Changer Laser in case he runs into any resistance. Porto is annoyed intensely by Elgar's nonchalantness to the serious task, but lets him go do the deed. First things first, Elgar surprises Bulk & Skull. The bumbling duo being threatened with the Changer Laser, they stand their ground and refuse to step aside in the face of danger. Elgar gets ready to zap the two of them, when they remember the last class at the academy they took. Fancy moves with their nightsticks prove to do nothing to deter or even impress Elgar, as he fires off the changer laser at Bulk & Skull.
