_CAPSULE SUMMARY:_

Somebody's playing cruel pranks on people all around Angel Grove. Bulk & Skull are hired to find out who's behind it, and to clear their own names, but a pair of rival detectives attempt to upstage the bumbling duo. Turns out, the rivals are the ones behind it, as a publicity stunt to promote their new novelty shop. In case you're wondering about the episode's title? It refers to Rocky, one of those who get pranked.

But the big story goes on up on the moon. The true firstborn son of the Royal House of Gadgetry, Prince Gasket, has returned. Seems he lost favor with his father, King Mondo, when he ran off to marry Archerina, daughter of the Machine Empire's rival robotic empire's leader, King Aradon. But with news of King Mondo's absence, Gasket & Archerina have returned together to rescue Queen Machina & Prince Sprocket from the dungeon of the Skybase, and take control of the Machine Empire. First, they've got to get rid of Louie Kaboom. Doesn't take much to do that. Archerina, with one of her love arrows, puts a spell over Louie, making him do her bidding. He's then sent in to battle the Zeo Rangers, and though it takes nearly every finishing move to do so, eventually gets destroyed by the Zeo Ultrazord.

So, to recap, Prince Gasket & his wife Archerina now control the Machine Empire, with Klank, Orbus, Queen Machina, Prince Sprocket, and the Cogs still around. Lord Zedd & Rita are happy to have Louie Kaboom done away with, but, like the Rangers, who have become aware of the new management of the Empire, know this new couple is easily much more trouble than he was.
